TRAFFIC REGULATION ORDER
STATEMENT OF REASONS
(HON011) NORTH HORSHAM: SOUTHWATER
Church Lane, College Road, Woodfield, Oak Road, Ash Road,Woodlands Way, Worthing Road, Mill Straight, Andrews Road, & Shipley Road


Background
This request was considered a priority location in Southwater, chosen and approved by the CLC group for 2009/10, implementation.
College Road, links Church Lane and Worthing Road, where by the number 98-bus service operates every quarter hour, between 06.00 – 23.30 Mon to Sat. This route serves all residential homes in the area.
At the north end of College Road junction with Church Lane, there is situated a Pavilion building and Village Hall which are regular venues for numerous activities, including a nursery.
The 98-bus route also covers the residential area of Mill Straight, Andrews Road, Foxfields Cottages and Shipley Road.
The main concerns are, visual obstruction for pedestrian and drivers alike, parking congestion in and around junction areas, affecting the bus service, refuse/recycle collections, which in turn generates additional congestion for general traffic and the local area.
Following site meetings and general highway officer observations, it was noted that as a result of severe obstructions, damage to public highway and street furniture has been caused due to regular vehicle over-run.
Discussion
The TRO proposed is aimed to help with obstructive parking affecting, access for all highway users, pedestrians and vehicles alike. Improving the visibility at the junctions, thereby improving safety and assisting in the reduction of road traffic casualties.
The proposals are for avoiding danger to persons or other traffic using the road or any other road, or for preventing the likelihood of any such danger arising and, for facilitating the passage on the road or any other road of any class of traffic (including pedestrians), whilst For preserving or improving the amenities of the area through which the road runs.
