STRATEGIC PLANNING - SOUTHWATER
The abolition of the Regional Strategies will apparently make very little difference to the current threats of large scale development in Southwater.
Local Authorities still have to provide proof of a Five Year Housing Supply to the Government. The figures highlighted by the Locally Generated Needs Study of 610-660 dwellings per year are the same as the South East Regional Assembly (SEERA) figure of 650, so Horsham District Council will still have to find sites to build these houses.
West of Worthing Road in Southwater is NOT in the Adopted Core Strategy. However, it could be considered under the Five Year Housing Supply. The reserve sites under the Adopted Core Strategy will be re-visited, and it may be that parishes and in particular Catergory 1 settlements such as Southwater, will have to accept smaller developments of say 500 houses, rather than large scale. This will mean less Section 106 monies, and less infrastructure.
There is a move towards the possibility of a new market town situated on the A23 corridor, and it is believed that the District Council are currently working closely with other authorities in order to assess the feasibility of such a development.
Horsham District Council say, that they want to avoid "piece-meal" development, so it may be that it still is looking at larger sites. (See Paragraph 4.30 Adopted Core Strategy)
Southwater Parish Council will continue to work closely with all interested parties in particular Keep Southwater Green and the District Council to ensure that the community are full represented.
